I don't think this idea is necessary. If I see a question and know the answer to it, then why shouldn't I answer it and help the person? I agree there are questions that, in my opinion, seem stupid (you can spend 5 minutes and find the answer on the Internet). But there are also quite interesting questions with "pitfalls".
If I answered a question and it turned out to be a solution, then I'm just glad that it helped someone. Moreover, there is a high probability that if I ask a question and they will definitely help me.
