Should I buy an iSCSI HBA?

There was a need for network storage.
Ready-made pieces of iron for the price do not suit me, I look towards the iSCSI target on a Linux machine.
Accordingly, I plan to buy a server case with the required amount of disks + raid array.
Also there was a question about ISCSI HBA. Subtracted that it offloads the processor when working with iscsi.
Question: will this device have to be installed on all initiators?

If you do it on ordinary network adapters, then put 10% of the processor's performance on the iSCSI service.
