Should I buy a Mac mini in 2017-2018, and which one, or not?

This year I'm going to upgrade the computer, sell the old one and build a new one.
Due to this, I thought, maybe it’s not worth assembling a new one, but it’s better to buy a Mac mini, what do you advise?
The computer is needed to work with the front-end developer tools.
Or is a MacBook better?
Or is Hackintosh better?

I wouldn't hesitate to buy. Get laptop hardware as a result, without the possibility of an upgrade.
