Should a backend developer develop an admin panel?

I work as a freelancer, the customer will say, a small amount to make an application for a mobile application with subscriptions (and a notification), and as usual, first draw up a technical specification, or tell me all the main functions so that I can announce the amount. and I after they roughly said about the application said a small amount. then, when I start, I tell them to draw up a clearer TOR, since misunderstandings can arise during development, and in the TOR the customer says that there should be a banner in the mobile application, and this should be regulated from the admin panel, and I say that they do not they talked about the admin panel in general when I announced the amount, and I ask them for an additional 8K rubles for the admin panel karl) in total, the approximate amount for the back and admin panel I ask about 25K rubles, and they say that any person should understand that the admin panel is inclusive when developing the back end i.e. I want to ask whether the back-end should make an admin panel on its own when developing the back-end. that is, if the customer wants to make a mobile application, and at the same time hires a back-end developer, should the back-end developer himself understand and not bother the customer to make an admin panel? Yes, it is written in Article 99 of the Labor Code

1. The backend is just the REST API of the admin panel, website or something else. That is, without working with HTML/JS/CSS at all . At least that's how it is for me. Let others call the backend something else or whatever they want.
And the admin usually means building a user interface that works either on top of the API (which means that a JS framework is required) or using server-side language templates.
Therefore, in understanding the result of the customer, the admin panel is usually a job that is designed for one cool full stack or a couple, backend and frontend. And even then, only if standard elements of the interface from some library are used. And then, it is quite likely that the interface designer will also be involved in the work.
2. The admin panel can be very different in complexity! Be careful with her! Since it is necessary to work out all the interfaces in detail and, therefore, require money for each change. For X time of work (formalization of requirements) with the customer, also demand money.
In my opinion, there is no fundamental difference between the development of the front part of the website and the back-office (admin panel). The front-end should usually be simpler for a simple user, and for the admin, such requirements are usually not met. Both can be complicated in their own way, and the admin panel is usually more stuffed with all sorts of things necessary for business to control all business processes, including reports, payments, and many other customer Wishlist.
In total, if you have enough experience, time and desire to work with the admin panel, then you are welcome. But this is no longer a pure backend.
