Shortcut hotkeys not working in full screen mode?

Assigned hotkeys to shortcuts in Windows 10. They do not work when applications are running in full screen (for example: video in full screen, browser in full screen via F11) and you have to exit full screen mode every time to launch the necessary shortcuts. How to fix this bug (feature?..)

The browser's full screen mode is a kind of "kiosk"... so I don't think so... unless you try to bind a cmd script that will start the application. but it needs to be checked
