As for me, VS is better, because Microsoft developed C # and who better than them to know what kind of IDE is needed for this language

Visual Studio 2013 + Azure TFS (tfs.visualstudo.com), free for up to 5 developers.
Azure TFS can also have a list of tasks with deadlines and a bug tracker and integration with ms project.
VS 12/13 Express are free, and in 13 studios, in principle, you can work well without a resharper
