Shadow not showing, how to fix?

There is a form with inputs and selects, an inner shadow is written for them, it is displayed correctly in all browsers, except for Opera 12, where the shadow works only for inputs. https://jsfiddle.net/maksim0308/vzL24r6b/1/

selects are difficult to customize and I assure you that not only in opera12. Usually they replace the select with a list and make a hidden input to store the selection.
But the issue is quite simply solved using css frameworks, I like bootstrap3. I already forgot when I made this bike with handles.
