Setting up windows 7 embedded industrial computer?

Good afternoon!
I will stipulate in advance that the question is stupid, so forgive me for my ignorance and darkness.
Background :
It is planned to install the win7embedded standard on an industrial computer in order to automate the installation and filing of drivers and programs to the image. In the end, it should turn out that when you turn on the PC, the OS loads and the subsequent launch of 1-2 programs that take up all the free screen space. The ability to use OS functions is disabled, in addition to working with these 1-2 programs.
I figured out the automatic installation using ICE. I got to the download in audit mode and got stuck. How to install programs and then remove the image of the system, I kind of understand.
Essence of the question :
Where to dig and what to pick in order to create an operator account for this industrial computer in audit mode and fasten the desired restrictions on using the OS to this? PowerShell? GP?
