Setting up users and groups in archlinux apache to use vps, how to do the right setting?

Put the lamps, how to properly configure users and groups? Now, when uploading files to /srv/http/, you need to set permissions for all files every time so that you can open them. (403 issues). How is this setting made? I would google it if I knew what I was looking for specifically, but it gives me all sorts of game. Help who knows.
