Setting up ssh in Debian 9 (GUI) - why can't connect before login?

There is a recently installed and not really configured (firewood for wifi module except perhaps + closing root access via ssh) Debian.
It is noticed that after turning it on, it knocks out the user's authorization panel (which is quite normal), but until you log in, the ssh server does not rise - when you try to connect, it does not knock out absolutely no information (Putty).
I also note that I am a lamer in pinguy systems, and this is the first installation. Unfortunately, I could not google the solution, so I'm looking for help here.

I can surmise that the wifi password is stored at the user level, and only after the user logs in does the wifi connect.
