The task to block access to all sites except those that are allowed (for example, mail, etc.) created a traffic rule blocking traffic, and indeed now it is impossible to access any site. Now we have created a rule above the previous rule so that it does not overlap with the permission for several sites. But for some reason it still won't let me in. How would I organize this, please?

This should be done not in the traffic rules, but on the "Content filtering" tab. Screenshot below. I have identified two rules. The first allows the specified sites, the second prohibits everything else for the user. Do the same but change the user to "Any". Check that the checkboxes are active and do not forget to apply the changes.
