Setting directory access via htaccess?

Good to all, tell me how to properly allow access to a directory if access to its parent is denied?
There is such a structure:
~www
---->system
------->downloads
----------->history

at the www root is .htaccess which prohibits direct access to files, they are loaded into history files that need to be given access from the outside (pdf, pictures, documents, etc.). I put a separate htaccess in it (text below), but when I try to download the file I get Forbidden. Permissions on history 755

Order Deny,Allow
Allow from all
Options All -Indexes
