Service for drawing directly to svg, or converting from a simple > svg format?

Hello! Let's say I have png arrows, the usual arrows (arrow) are black. I need to make it so that they are translated into svg and further in the code it would be possible to increase them, change the color and the like. There is no question of complex images, but maybe there is a tool for them?
I know about drawing from scratch in vector.
