I need to make a call from PHP to a smartphone - in any way: to Viber, Skype, "Noname" application.
I need a continuous call signal. Are there services/applications that can solve the problem?

Wouldn't a regular phone call work?
Look at smsc, and specifically the voice mailing service , it allows you to call the specified number, read the text, or play pre-specified files, there is an API, i.e. can be called from a PHP script.
