Server with minimal restrictions?

I can't find hosting without a ban on pornography and the like. I am looking for it with an eye to the future, fearing that users may upload pornography to publications.
Wants to bypass such restrictions at an affordable price.

Pay attention to the Netherlands hosting
It is in the Netherlands that they are the least interested in adult and at the same time they have rather low prices, good computing power and wide communication channels. If you want to choose a hosting in the Netherlands, go to hosters.ru and select the desired country in the filters

Take any avoiding large hosters (which are on the 1-2 page of Google). Usually, such hosters don’t care what you upload there, as long as it’s not a complete pi *** c.
And yes, in any case, it is better not to save much on hosting. If you really don’t plan to open an adult site, but there is simply a chance that users will upload something like that, then it’s better to learn how to moderate it somehow, if not, then in any case, take a normal hosting and don’t worry - no one is nothing to you will not present.
And if it's still an adult site, then, as I said, take any "not popular" hosting.

1. Look here (contentmoderator.cognitive.microsoft.com, paid).
2. Content (cnn-adult-filter, free!)
3. Images (PornDetector, free!)

I am looking for it with an eye to the future, fearing that users may upload pornography to publications.

1) There are countries where pornography is legal. Typically the Netherlands.
2) At the same time, these same countries are countries where copyright infringement is hit very hard. You will be afraid that someone else's content will be uploaded, gee.
3) Child porn is illegal anyway.
4) I would make a button "Complain to the moderator". Users will clean up themselves if porn is not regularly provided on your resource.
