Server methods in stored procedures?

Good time of the day. The bottom line is this: I'm making a standalone application, and I want to send notifications to friends who have already installed this application when a new user appears. I also want the user's friends to have access to some private variables from his storage. However, the corresponding methods, judging by the documentation, are server methods and cannot be called from a standalone application.
Is it possible to solve the problem by writing the appropriate HP and pulling them from the client? I would like to know the answer before I start to understand this haze of hell called vkscript. Thanks in advance.
