An IDE for a programmer is not always a must have. It is needed only in serious projects with tens of thousands of lines of code (IMHO). For single-file programs, it's easier to use the console and an editor with syntax highlighting. I use Sublime Text and the convenient ComEmu console, but you can also use the win console / lin terminal, etc.
Write the code in the editor and run it through the console. Modern IDEs are clumsy and gluttonous compared to code editors, but also extremely functional for large projects.
How to use the console can be easily found on the Internet (basic commands are also visible on the screenshots)
