SEO - how to use the product filter for low-frequency products?

The idea is this: there is an online store, in it the category of goods is Christmas balls, and absolutely everything is listed there, but there is a filter by product. You can choose balloons with wishes, made of glass, plastic, with lace, etc.
I want to promote a section for each of these requests, and for this I make "quick links" - above the catalog I put "balloons with wishes", "lace balloons" etc. I attach links with filtering results to the text so that they get into the index as relevant to queries.
The link is generated by a variable, for example catalog/novogodnie-shary?type=steklo&?material=cruzevnie
Will this work? Will the filter results show up in searches as relevant pages?

I looked at page indexing myself. Yes, the filter results did not appear separately in the search results, but the position of the page itself for low queries has grown. At least it didn't get worse.
