Selects that are updated via AJAX do not work. How to fix?

There are two selects in one, the user selects a city, and in the second, all districts of this city are loaded via ajax. Everything works fine but the browser doesn't show the SCREEN select options . I tested on chrome and muzzle, but everything is not displayed exactly. What to do ? and why is this happening?
