Recently, the mini-ATS (Panasonic KX-TD1232) no longer has enough ports to connect new subscribers and city lines (it has 12 of them). In the near future it is planned to recruit new employees, in connection with this, the question arose of purchasing a new ats-ki.
Before the outlets, the lines are drawn through a twisted pair. There will be about 15 city lines. There will be about 40 internal lines. The
Internet in the town is very slow, SIP providers are no longer available. Only GTS.
I'm leaning towards Asterix. But which model should you choose? Phones? What other equipment is needed? Since we are state employees, we will not be able to get the missing equipment right away.

In general, I can advise two types of connection:
1. Leave the Panasonic PBX for analog PBX lines: buy a T1 flow board in the PBX and an E1 board from Digium, all together will cost about 45k and you can buy 40 IP phones (for example: Yealink SIP-T20
cost: 3730*40~150k)
The advantages of this solution are that it becomes possible to use up to 31 analog GTS lines + extensions of internal lines by purchasing phones only, you can also wait for normal VOIP operators to appear in the region
2. Put Panasonic on the shelf, buy 2 TDM880E boards ( 16 channels) ~71k and, accordingly, IP phones as in the first option
. The advantages here are the same as in the option above + a minimum of equipment for maintenance
The disadvantages here are the limited analog lines 16 and the budget will exceed 200k
If you have not set up such solutions before, it is better to take ready-made distributions: Trixbox or Elastix

It is not necessary to knit Asterisk with GTS in the main activity related to calls. Regarding the curve, the dahdi driver does not work adequately even with native Digium boards.

Analog phones taste.

We start the lines on gateways of the IP-PBX ATCOM IP08 type with 8 FXO ports
IP-PBX ATCOM IP08 (22,000 * 2 = 44,000), moreover, one of these pieces of iron can be used as a PBX.
Phones, as advised, it is more correct to buy IP phones. I don't know anything about Yealink, we use Linksys, Polycom.
You can implement an asterisk, but you need to take into account that it is designed for non-commercial use and does not have technical support. Therefore, along with the asterisk, a trained qualified specialist is needed.
I advise you to pay attention to Octell . You can also purchase all the necessary equipment from him, with a pre-installed program for IP phones. Try downloading the Octell trial, and see how long it takes to set it up, and do the same with asterisk, and draw conclusions.
The only advantage of asterisk is that it is free. Otherwise, it loses great to its paid counterparts
