Secure password transfer to remote users?

The crux of the matter is as follows.
At the moment, a standard password is set for new users (including remote ones), at the first login in the OS, it is changed by the user himself. But in this case, the employee's password can be taken over by his manager, he will initially log in, change it, and then simply inform the end user.
The question is how to safely communicate the password to an employee? Who else has security policy options?

Oblige its management to inform you during registration of the mobile numbers of registered employees and send the password via SMS.

Is this line just causing a pattern break for me? Or is it just me who thinks that there is nothing in the employee's workplace that the manager could not access?
It would be nice to have a colleague. But the manager responsible for the work of this employee, including ... no, I must have become dumb in the evening ...
