Second higher

Good afternoon.
I thought about getting a second higher education in the IT field. Since I studied programming myself from books / hum, I missed the basic basics of programming. I would like to fill this gap.
What universities and specialties do you recommend? To give real knowledge (I understand that 90% of the knowledge gained will depend on me, but a lot depends on the teachers), and not just crusts.
the city is not particularly important.

Why do you need a second diploma? Now, it seems to me, the main thing is what you produce, what profit from you, and the presence of a diploma is not important.

In my opinion, after the word Russian city, you can safely close the questions, we don’t have a good technical education, which has not lagged behind life for decades.
If you really want to learn, then the answer is in the very first answer.

For myself, I chose the specialty 090105 . Lots of algebra, cryptography, security. And programming is also not enough. There are no (well, everyone who has them just complains about them) termekhs \ engineers \ sopromats.

Combines the benefits of a bourgeois education with the accessibility of a Russian one. You only need to know English.
