Screenshot comparison?

Suppose HTML and CSS layout is being rewritten in the site engine, and you need to make sure that nothing “floated” in the new version on numerous pages with content.
You can automatically take screenshots before and after changes. How are they similar to each other?
ImageMagick compare doesn't seem to work, because in the new version of the layout, large blocks can be shifted by several pixels - which is not critical, but the difference per pixel will be huge.

Look in the direction of image segmentation, without this you will not be able to catch the "delta" - shifts noticeable to the eye and layout bugs.
By segmentation tree - determine the distance between blocks based on the center of mass of each part. If it is somewhere more than necessary - this is a layout error!
