Only the monitor supports the monitor frequency, the video card does not care about it.

What frequency are we talking about?
If we are talking about the passport frequency of the monitor, then any video card will work with a 75 hertz monitor.
If we are talking about 75 FPS in games, then this video card is too old, it will give out 75 FPS in games 10 years ago.
In modern AAA games, God forbid 30 FPS on medium settings.
