Screen and Minecraft server administrator - what rights to give?

According to my ideas, the essence of the work of a Minecraft server administrator is based on two processes:
1. editing configuration files
2. starting (restarting) the minecraft server.
In other words, with a properly configured OS on the server and with the necessary software, such as JAVA, and what else is required for minecraft ... under these conditions, the Server Administrator does not need root access?
I just want to clearly separate the areas of responsibility for myself.
Or maybe all the same root is needed by the Admin Main? For what?
I would appreciate a detailed answer.

If all the problems of minecraft can be solved by editing the minecraft configuration files and restarting its process - of course, such an admin does not need any root.
I hope you run minecraft itself not as root?
Ideally, he does not need access to the server at all - editing configuration files and restarting the server could be done through a separate web engine, for example.
