scikit-learn library not installing, windows 10?

Good day, everyone .... the situation is this ... I found the book "Artificial Intelligence with Examples in Python. P. Joshi"
installed the numpy, scipy, matplotlib packages, but scikit-learn does not work, rummaged through all the forums .. ..tried all the commands that were there, updated pip, and still gives this error



who knows what the problem is .... I myself am still a beginner
