Scam sites, how dangerous is it?

Hello, such a question:
I know how to make simple sites and then they asked me to make a scam site (a strange order was received to create such a site).
And what is the actual question, if you make a site like "took money and disappeared" (something like those who allegedly sell wallets with an amount higher than the one you pay or game accounts, etc., but after payment there is silence),
what will happen when the owner of the site is caught, i.e. what is the punishment for this? (mostly the main question)

And in principle, how is it possible to withdraw such funds at all, if, in fact, banks can consider suspicious the inflow of funds to the card, say, per day from different cards and many incoming payments, and it turns out that the owner will simply be left without a card and money (even if he partially manages to withdraw) . Purely my reasoning. I don’t understand and I think it’s better not to mess with it.

But I would like to get a couple of detailed answers.
What will happen when they catch an additional question of an informative nature - how do the funds make such conclusions? It's a very dubious business.
