There are quite a few sites on the net that sell keys to operating systems, and their prices are too low, what is the probability that the keys there will not pass the test on the microsoft site?

Scam? or legal?
Differently.
Sometimes a scam - you give them money and they give you a damn.
There is a fair deal - you give them money, they give you a working key.
Look - there is a company that sells a car with keys, documents and other things for a million rubles. Or not a car, but an operating system.
Everything is honest and without scam.
There is a private trader who sells car keys for 1000 rubles - but they do not fit, the alarm goes off, This is a scam.
There is another private trader who sells car keys, they fit perfectly. You can start the car and safely steal it. This is an honest business, and honest keys, without any scam. Why should they be expensive? The car key is not a car, but just an inexpensive piece of metal and plastic, the OS key is just the right set of numbers.

There is a certain service of 5 letters that sells various keys to games, software, accounts and other software nonsense. There are completely legal representatives of publications, and there are guys who sell software for 15-50% cheaper. How do they get such a price?
Most often, these guys use stolen credit cards - cash them out through the purchase of keys to the software, and through the software "legalize" their income.
There are also those who simply put the price tag lower to deceive the suckers.
So the probability is 50x50 if you don't know the right sellers.
