After unpacking (in the archive itself, too) many frameworks, etc. distributions, the files have the same last modified time. As far as I understand, this is done when creating the archive, but I did not understand how.

Set archive time to latest file:
rar ch -tl files.rar
I think there are two ways. Or write your own archiver if the format is open and a library is available (7z for example). Or prepare files in a special way before compression (copy to the side and set them all the desired change time).
I myself could not find the necessary keys (WinRar/7Zip).
In console RAR, there is this option:
ts<m,c,a>[N] Save or restore file time (modification, creation, access)
