Safari is stuck on Mac, how to fix it?

I have a 13" firmware without a touchbar with 8GB of RAM and 256 ssd. The problem is with safari, when you switch between tabs, the rendering of the address in the line starts to freeze wildly and the site cannot be loaded from the cache from 10 to 30 seconds, while the size of the swap is 400mb
