Russian language on Windows CE?

A friend brought here such an animal russian.alibaba.com/product-gs/cheap-laptop-netboo...
Of course, everything is English. Russian is present in the list of available input languages. I open notepad. Prints in English without problems. I switch to Russian - it does not print. I press the buttons, but the text input does not occur. I switch to English - prints. For some reason, it won't let me switch back to Russian.
I first encountered Win CE, so I ask for advice on how to fix this? And maybe it's possible to put there not Windows, but linux or android?
