Russian keyboard layout on remote desktop with Ubuntu 12?

I put remote desktop on vds with ubuntu 12 according to this instruction https://www.digitalocean.com/community/tutorials/h...
Everything is ok, it works without problems.
Next I put Russification

sudo apt-get install language-pack-ru
sudo apt-get install language-pack-gnome-ru
sudo apt-get install language-pack-kde-ru
sudo update-locale LANG=ru_RU.UTF-8

Also everything is OK, the Russian language appears.
But when you try to enable the Russian layout, nothing happens.
I go to Settings > Keyboard > Layout tab
I uncheck "Use standard true settings"
in the Keyboard layout window, the US layout appears, there is no RU, I can not add a new one myself. The Add button is disabled.
What to do prompt?
Reset keyboard settings sudo dpkg-reconfigure keyboard-configuration
