Running OS on VPS?

Hello everyone,
I want to make cheap test servers on VPS/VDS to test my opensource projects.
I can't find an answer to a simple question - is it possible to run Vagrant inside a VPS/VDS on OpenVZ/KVM/XEN/etc?
People write that it's impossible for OpenVZ https://groups.google.com/forum/#!topic/vagrant-up...
PS:
There is no desire to pay $30/month for a server, if you could get by with 10-20.

Your question is not entirely clear: it concerns OS support or you cannot find a suitable VPS hosting. Since it does not work on OpenVZ, I would recommend, perhaps, Ng-host with KVM tariffs.

why not Docker?
openVZ is not a hypervisor, should work on XEN or KVM

www.kimsufi.com (virtual machines need an i3+ processor)
But in general, you can run virtual machines directly from a local vagrant in digitalocean - https://www.digitalocean.com/community/tutorials/h... , without "second-level virtualization".
