Running 64-bit OSes in a virtual machine without hardware virtualization support in linux?

Are there any ways to do this on Linux? VmWare, VirtualBox do not support this. This is possible in qemu.
I collect window managers for linux from source. And in order not to reboot every time, I want to test in a virtual machine. At what it is necessary to test in 64-bit Linux.
PS: My processor does not support hardware virtualization(
