Run webpack?

There is a simple project where in php it is used only for require header and footer. The server is started via vagrant. I want to set up livereload through webpack, but for the life of me, I haven’t found anything sensible anywhere on this issue. I also read in the open spaces of the toaster that a similar thing with require can be assembled simply through webpack, without resorting to php. Can you please either tell me or just direct me to an article where this is all described, how can I make a livereload on a php server using webpack or just make a webpack build with livereload and build a footer header as in the case of require
