Ruby on Rails | JavaScript - Why doesn't JS work without reloading the page?

There is an element, after clicking on which the block expands!
$(document).on('page:change', function () {....}
But on HEROKU, the script works correctly only after a complete reload of the page!
And everything is fine on the local server!
What is the reason I can not understand!
