Ruby on Rails - "cannot load such file -- bcrypt_ext" error. How to fix?

Hello. I got a cannot load such file -- bcrypt_ext error after installing the devise jam. I did everything according to the instructions on the github repository of the jam. The error appears when sending a request when creating a new user. On the Internet they say that the error is somehow related to Windows (I have win 8.1 32bit), but all the methods that I tried were unsuccessful. Please help me figure it out! I am very poorly familiar with rails, and this is my first project.
