Rubber layout?

I decided to add "rubber layout" to my portfolio, I'm starting to do it and I understand that there will be an adaptive layout right now. That is, a couple of hours and already adaptive. Question: the time of rubber has passed or what? why is this type of layout used now? (maybe it’s a savings, that is, rubber is needed for large screens / tablets (well, something like this range: max-width: 1920px; min-width: 768px), but we don’t need it for mobile phones (after all essentially for mobile phones, its minimalistic design, etc.) and is it more economical to make rubber?).
