Router with 4G USB modem support and VPN, what are the options?

Task:
There is a class "G" office in which there is no way to connect to the Internet, except for a 4G USB modem (on the hands of Billinovsky), 3-5 computers using the benefits of a terminal server located on the other side of the city.
To access the network, it is planned to have a router that can accept a 4G USB modem and distribute the Internet to the local network in the office.
In order to access the terminal server , you must first raise the VPN connection to the SoftEther VPN server
.
However, it is not practical to set up separate VPN connections on each computer in the office ( you can install SoftEther VPN Client or the L2TP IPSec VPN built into Windows works ) , and apparently there is no possibility, since these will not be computers as such, but Raspberry + VTWare with all the ensuing restrictions.
Accordingly, it is logical to raise one VPN connection on the router, but the question is : which model
an inexpensive router will support a 4G USB modem connection and be able to raise a VPN (including L2TP) connection to a VPN server, actually connecting 2 local networks together (local and remote, in which the Windows Terminal Server is located)?
Actually, such a scheme of work is due solely to pragmatism and the desire to save on hardware, space and licensing of local operating systems (Windows 10 Home for 9000 rubles is too much for microbusiness ... alas.)

Install a household Mikrotik with a USB connector.
If you get it, it will be great. VPN will pull, USB usually supports modems, set up according to the manuals on the network.
