How to properly configure IPsec VPN?

I use VPS on Hetzner for personal purposes, I decided to set up a VPN for myself on it. Faced for the first time.
Delivered the given decision through Quick start.
Set up an IPsec/L2TP connection on Windows. Everything is connected, and even IP'shnik is defined as server, not in the Russian Federation. But for some reason, the traffic does not seem to go through the VPN. All the same stubs on blocked sites.

You don’t have to do this ... because everyone needs to figure it out at least once in order to understand what you did and how, and not mindlessly use scripts ...
Here's a 100% working instruction for configuring IPsec / IKE2 ( It makes no sense to set IPsec/L2TP, although the difference is small).

And about your problem - most likely, packet routing has not been configured somewhere on the server, read the instructions that I gave you and set it up with your hands.

You're Doing Everything Wrong.
IPSec is a good thing, the tsiska does not make a threshing floor, but you can't take it with any quickstarts. He needs to be dealt with . How does it work, what is needed for it to work, etc. And even why on linux you don’t need to touch the routing table and how will the bucket know the routes of the packets (and it will know them! - with the right settings, of course)
