Rotation angle when Shift is pressed, or what's wrong with illustrator?

How to make illustrator hold down the Shift key and the Pen Tool to rotate 30 degrees? In the Smart Guides setting, everything is 30 degrees, but in fact the rotation is only 45 and 90 degrees.

It doesn't work like that.
Or rather, you set everything correctly in the guide settings, only Shift has nothing to do with it at all.
No need to clamp it when working with a pen, the guides themselves will prompt when it is 30 degrees.
