And the question is: where is it better to create it? In yoast seo or in notepad? About yoast, some write that robots.txt is created virtually, others write that it is at the root of the site, I don’t know which of them to believe ...)

You can create your own robots.txt in notepad or any text editor, and then place it in the root of the site so that it is available at https://yoursite.ru/robots.txt
This is not a problem at all, since most sites have this file no more than 30 lines.
