RKN blocked the scaleway?

Today I discovered that the site located on the scaleway is not available from some regions of the Russian Federation. There is no IP address in the RKN database now.
As far as I understand scaleway has been blocked and has already been unblocked.
Can anyone from experience download how long to wait until all RF providers update their ip blacklist?
