Right scroll - to sculpt or not to sculpt?

Some pages of the site have scrolling, some do not. As a result, when switching between such pages, the design jumps a little in size. Is it normal or unacceptable in modern society and all pages need to be scrolled, even if there is no functional need for this?

What kind of design is there? Usually on the sides of the field, and nothing jumps. But in any case, you should not sculpt a scroll where it is not needed.
