In what cases does it appear?
Perhaps this is the effect of some kind of extension? For example, the rss icon is clearly some kind of plugin.

I've been using chrome somewhere since version 8, I've never noticed this.

Try turning off additional text services in the language settings in the control panel, or switch the keyboard layout in this field not with the right key combination, but with the left one.

I once pressed something, and my address also flew to the right. Restarted - returned to the place. Chrome is running wild.
