Restriction of hotspot users in the hotel. What is more correct?

Hello! Tell me, we deployed a hotspot based on Mikrotik in a hotel. We get the Internet from the provider in terms of traffic, the limit is about 100-120 GB. per month. The hotel is not big, but the main audience is students who are very fond of the Internet and so on. And there are also many coolhackers among them - who know how to change poppies to PCs. The hotel management set the task - to make the Internet free, but not to exceed the traffic limit. The average number of users online is 8.
What would be the right thing to do? I see the following options.
1) make a Trial of users with a daily limit of 300 mb.
2) make a speed limit for the hotspot subnet? (how then to make web surfing fast)
3) 1 + 2 options, as well as close everything except HTTP and HTTPS, and enable Proxy.
What would you suggest? Thanks in advance.

I would suggest issuing an Internet ticket with authorization. Hang in the rooms a personal login-password - Profit. Well, or distribute them at the reception. Well and accordingly a limit on the user on a traffic. You can even write so many megabytes on the ticket .
On points... for example WPA2-Enterprise + RADIUS. Although now with webmords it will probably be easier to mess something up.

Authorization by MAC is not a cake for a long time.
The speed limit at current speeds looks weird. Moreover, in order to limit users, you will have to cut the speed very much. Although I would set a limit of ~ 1-2 Mbps just in case.
