Responsive layout without Bootstrap, what are the options?

In the future I want to try myself as a layout designer in some office. In the requirements for the applicant everywhere I see "adaptive layout skills" somewhere with bootstrap, and somewhere they write they say without using it. Such a question: what is responsive layout WITHOUT bootstrap, only media queries in style sheets?

CSS media-queries are everything. On a highly loaded project with detailed optimization, you may someday have to abandon the bootstrap and do everything natively. Again, maybe.
If you need to rearrange three blocks depending on the screen size, then it’s easier to do it natively than to pull the entire bootstrap, I think this is what companies are guided by when they write such requirements in vacancies.

For me, the rest of the layout options are now dying.
Here, of course, everyone has their own meninges. But even Bitrix has abandoned its framework and is converting d7 to bootstrap.
Not to mention that the wordpress jumula has been sitting on it for a long time.
Of course, you can talk about options, but even so, the bootstrap is coming.
