Responsive layout - on some sites CSS min-width: 320px; and overflow-x: hidden; they write for html, and on some - for body. How right?

And on some, they generally hang both on html and on the body. I would like to know how and why?

overflow is more often written for the root element - html (: root). Learn more about the differences between <html>and <body>in CSS.
