Requirements management system?

We need a system for collecting requirements for a company that makes websites for different customers.
Those want to have a structure describing the functionality of each page, and common elements.
I would like to be able to easily add pictures, text, correspondence with the customer on a feature, etc.
So far, everything has been done in Wiki Redmine, but it is not very convenient to manage it, because there are obvious problems with navigation.
I would like to be able to upload the requirements in the form of a Word document

Very descriptive trees in Cradle. They can be both textual and graphical.

The tree is easily uploaded to Word, automatically building headings and tables of contents by level.

We use Redmine. We tried to write requirements in the wiki - in the end they refused for the same reasons and use Issues with the feature type. We link requests for changes, tasks, bugs, defects and test cases with features and get a tree of tickets. wiki syntax in the ticket itself can be used.
