Requests to the server in bad connection conditions, which is better?

With a bad connection (although it shows 3g), requests are executed for a long time, set a timeout of 30 seconds and repeat until the answer returns.
But then I thought, maybe it's better to make a smaller timeout (what?) And they will be repeated more often?
